It is, I think. You can rent a bike from Mr Spokes Bike Hire, on Barrine Dr, Civic, near the Action Park ferry terminal and the prices are 30 A$ for half a day and 40 A$ for a full day. You can get the Canberra Cycleways map for 6.50 A$ from the visitors centre to see where you can cycle.
